Leadership

Vestal’s Leadership Team is comprised of diverse AEC industry professionals with unique backgrounds and talents. With an average of 25 years of experience with owner, traditional A&E, and design-build companies, these experts direct the projects, determine the strategic vision for the company, and set the standards for how Vestal delivers Integrated Project Design services to its clients.

Richard P. Vestal, P.E.

President | Owner

Richard P. Vestal, P.E.

Richard founded Vestal Corporation in 2002 and has more than 30 years of experience in the architecture, engineering, and construction consulting industry. He has been a well-known industry leader in most of the emerging international construction markets the past three decades from Russia to Mexico. He is the principal decision maker for committing company resources to accomplish project tasks and meet schedule and budgetary milestones. He is actively involved in all aspects of planning, scoping, engineering management and coordination, direct project/program/construction management, capital planning, engineering, and consulting.

Rebecca A. Vestal

Chief Financial Officer

Rebecca A. Vestal

Rebecca is a founding member of Vestal Corporation and has more than 30 years of accounting and business administration experience. As Chief Financial Officer, Rebecca is responsible for governance structures and mechanisms, compliance with legal and regulatory requirements, management of employee benefits, insurance administration, property administration and all financial accounts. CFO Rebecca oversees the Accounting and Human Resources departments.

Dale A. Carlton, PMP

Principal | Vice President Project Management

Dale A. Carlton, PMP

Dale leads Vestal Corporation’s project design teams, which provide a broad array of design, technical, and construction consulting services. From conceptual design to closeout, his responsibilities include planning, organizing, and controlling all project activities. Dale has successfully provided turnkey manufacturing systems and facilities via the Integrated Project Delivery method for over 15 years across the globe.

Mark A. Hubbs, MMgt.

Mark A. Hubbs, MMgt.

In addition to leading Vestal Corporation’s strategic growth initiatives, Mark is primarily involved in the conceptual design phase of projects, working with design team leaders and collaborating with clients and stakeholders to identify key success factors. He has more than 25 years of experience in the design and construction industry, spending nearly 16 years in the field managing design build projects within commercial and industrial markets.

Didine Koutchoukali, Ph.D., S.E., P.E.

Principal | Vice President Production

Didine Koutchoukali, Ph.D., S.E., P.E.

Dr. Koutchoukali has more than 30 years of work experience in the structural design and analysis of health care facilities, commercial buildings, industrial buildings and non-building structures. Didine is competent with all types of structural materials and systems and is an expert in seismic design and upgrade of essential facilities.

Carlos Rapa

Carlos Rapa

In response to the ever-changing landscape of Information Technology and the challenges it creates, Carlos Rapa joined Vestal Corporation as Vice President of Information Technology.  Carlos has more than two decades of experience as an IT professional with a demonstrated history of more than ten years of leadership in the IT industry. Before joining Vestal, Carlos specialized in high levels of compliance, security, and innovation for the financial sector.

Igor Kano, P.E., S.E., Ph.D.

Principal | Structural Engineering Team Leader

Igor Kano, P.E., S.E., Ph.D.

Igor oversees Vestal Corporation’s structural design operations. With more than 30 years of experience with both traditional A&E and Design-Build companies, he is highly skilled in structural modeling (Revit-Structure) and designing large concrete and steel structures, including concrete piers that support heavy equipment. He is also an expert in finite element analysis, vibration monitoring, seismic calculations, hurricane force winds, and soil evaluations. Igor’s background also extends into constructing multi-level structural steel buildings and open process structures, and structures that require piling, deep foundations for heavy machinery, and support for vibrating processes and crushing equipment.

Paul Sabal, AIA

Paul Sabal, AIA

Managing Vestal Corporation’s architectural design team, Paul has more than 30 years of experience with both traditional A&E and Design-Build companies in the design and management of multi-discipline projects for private and public clients.  He has a talent for collaborating with clients, listening to their vision for a project, and incorporating that vision into a design that meets their functional and financial goals.

Paul Molaskey, AIA, NCARB

Paul Molaskey, AIA, NCARB

Paul is the Principal technical architect leading the architectural department in the master planning and design arena. He has more than 35 years of experience in design and construction documents production, specifications, cost estimating, and construction administration, as well as working with design-builders in the implementation of design-build projects.

Jeffrey Allen, P.E.

Principal | Electrical Engineering Team Leader

Jeffrey Allen, P.E.

Overseeing Vestal Corporation’s electrical design operations, Jeff has more than 30 years of experience in the electrical engineering field with an emphasis in design and coordination of power systems. He has a thorough understanding of high, medium, and low voltage systems for plant power distribution, lighting, and grounding. Jeff is also well versed in power systems evaluations including relay coordination, fault analysis, and arc flash system studies.

Chris Maniscalo, P.E.

Principal | Civil Engineering Team Leader

Chris Maniscalo, P.E.

Leading Vestal Corporation’s civil design operations, Chris has more than 31 years of experience with major public works and traditional A&E companies, including in design, construction engineering, and project management involving drainage, utilities, roadways, buildings, flood control, and hydraulic structures. He is highly experienced in data sets analysis, project scoping, technical document development, review, report preparation, and probable cost estimates.

Joe Milligan

Principal | Sr. Project Manager

Joe Milligan

Overseeing Vestal’s plumbing team, Joe has more than 25 years of experience with industrial and commercial mechanical process design and installations.  He has advanced knowledge in the theory and practices of mechanical engineering and system design and is an experienced and competent individual capable of successfully solving difficult problems that require adaptation and modification of standard techniques, procedures and criteria.

Carlos Villasante

Principal | Sr. Project Director/Director of Mexican Operations

Carlos Villasante

Carlos has more than 30 years of experience on the development, management and direction of engineering and construction projects for multiple industries including, Oil & Gas, Cellulosic/Paper, Water Treatment, Chemical and Petrochemical, Automotive, Electrical and Renewables Energies (bioethanol 1st and 2nd generation) and thermos solar with thermal storage systems. For the past 15 years he has held positions as Project Technical Director, Project Manager, Engineering Manager and Division Manager building, managing and directing multi-disciplines and multicultural groups in very different geographies such as Spain, Mexico, Trinidad and Tobago, Argentina, Chile and the United States.

Brian Hertz, AIA, NCARB

Director | BIM

Brian Hertz, AIA, NCARB

As BIM Director, he uses his expertise in Revit, Lumion, and Enscape to produce photorealistic renderings, animations and virtual reality graphics. Brian has been a licensed architect since 2017. Brian is experienced in 3D laser scanning, used in capturing existing building conditions and BIM conversion, in optimizing the models for usability/constructability. He is also a licensed and highly-skilled drone pilot.
